What is the Product Catalog?

The Massachusetts Cannabis Control Commission’s first-in-the-nation Product Catalog launched in 2021 based on information that Marijuana Establishments (“MEs”) and Medical Marijuana Treatment Centers (“MTCs”) are mandated to report in the state’s seed-to-sale system of record, Metrc, about Marijuana and Marijuana Products that are available for sale and delivery.

The platform is designed to assist engaged stakeholders, including Patients and Consumers, as well as school administrators, public safety officials, medical professionals, and parents, with identifying the source of legally produced cannabis Finished Marijuana Products.

Stakeholders can view product information like ingredient lists, serving sizes, and photographs of products and their packaging, as well as testing results known as Certificates of Analysis (“COAs”). The catalog now contains hundreds of thousands of products current over the past 18 months and is updated in real time as licensees comply with state regulations around mandatory seed-to-sale tracking of products through the supply chain from cultivation to retail.

The current Product Catalog also serves Nevada’s market and can provide users with insights into their product offerings through a state filter.

Why does marijuana testing matter?

In Massachusetts, all regulated Marijuana and Marijuana Products must be properly tested by state licensed Independent Testing Laboratories (“ITLs”) prior to being sold to Patients or Consumers in Massachusetts.

The testing requirements established by the Commission ensure that Marijuana and Marijuana Products are compliantly tested according to state law and regulations. MEs and MTCs are responsible for ensuring that all Marijuana and Marijuana Products’ packaging and labeling accurately reflects the information as reported on the corresponding COA.

What is an ITL?

An ITL is a laboratory that is licensed by the Commission and is responsible for verifying that Marijuana and Marijuana Products are compliantly tested and reported on COAs prior to being sold to Patients and Consumers. ITLs issue COAs that determine whether Marijuana and Marijuana Products can be sold. ITLs are routinely monitored by the Commission to ensure continued compliance with new and existing state law and regulations.

What is a COA?

A COA is the official report that documents the results of required compliance testing performed by ITLs. MEs and MTCs are required to maintain and furnish compliant COAs for their inventory upon request from Patients and Consumers and COAs are also immediately accessible through the Commission’s  Product Catalog.

A COA documents the results of mandatory testing required before Marijuana and Marijuana Products can be sold to Patients and Consumers. A COA is generated after an ITL receives and tests a sample from a specific batch or lot of Marijuana or Marijuana Products. The COA lists whether all required screens have passed or failed. Reading a COA is the quickest, easiest, and most accurate way for Patients and Consumers to interpret the reported results from tests conducted by the ITLs.

What are Marijuana and Marijuana Products required to be tested for?

The Commission takes the health, safety, and wellbeing of all Patients and Consumers seriously and requires that all Marijuana and Marijuana Products pass a panel of state-required tests prior to being sold in the Commonwealth. Currently, the Commission requires testing to determine the presence of the following contaminants:

  • Heavy metals
  • Pesticides and plant growth regulators
  • Microbiological contaminants and mycotoxins
  • Residual solvents
  • Vitamin E Acetate (Final Vaporizer products only)
  • A full profile of the Marijuana Product’s cannabinoids, which are any of several compounds produced by Marijuana plants that have medical and psychotropic effects (e.g., THC)

To better understand a COA, Patients and Consumers should familiarize themselves with the Commission’s testing protocols and related exhibits which highlight  ITL requirements and recommended testing limits.

Do COAs expire?

COAs are valid for one year from the date tested and MEs and MTCs are required to maintain the results for all testing for no less than one year. After one year, the COA is deemed expired, and the corresponding Marijuana or Marijuana Product must be compliantly re-tested prior to being offered for sale to Patients or Consumers.

Where do I find the COA on my product label?

ITLs are required to upload all COAs to Metrc, the Commission’s seed-to-sale system of record. At this time, Patients and Consumers may gain access to the Marijuana or Marijuana Product COA by requesting it directly from the ME or MTC from which it was purchased or via the Commission’s publicly accessible Product Catalog.
