Subject: Bulletin – Moratorium Marijuana Cultivator License Applications
This bulletin applies to any prospective applicant for an adult-use Marijuana Cultivator License.
At its October 8, 2026, Public Meeting, the Cannabis Control Commission (“Commission”) voted to extend the temporary pause of the acceptance of new applications for Indoor and Outdoor Marijuana Cultivator licenses previously approved by the Commission on April 16, 2026 and further discussed at the Commission’s June 11, 2026, Public Meeting.
In accordance with this vote, the Commission will continue the moratorium on all new applications for Marijuana Cultivator licenses and Marijuana Microbusiness licenses that are not majority equity owned.
This moratorium does not apply to Microbusiness license applications where the applicant is majority equity-owned by eligible Social Equity Program (SEP) Participants or Economic Empowerment Applicants (EEAs), as defined in 935 CMR 500.002.
Duration
This suspension will remain in effect until June 30, 2027. The Commission may shorten or extend the suspension if it determines that market conditions warrant further action.
