Subject: Bulletin – Administrative Extension of Licenses
This Bulletin applies to all Marijuana Establishments and Medical Marijuana Establishments (collectively, “Licensees”). Following the enactment of Chapter 180 of the Acts of 2022, Licensees and License applicants must submit a compliant Host Community Agreement as part of the License application and renewal process.
At its October 8, 2026, Public Meeting, the Cannabis Control Commission (“Commission”) voted to continue to authorize the Executive Director (ED), or their delegee, to approve administrative extensions of License expiration dates for the purpose of affording Licensees additional time to submit a compliant Host Community Agreement (HCA) or HCA Waiver.
Effective October 8, 2026, all newly granted extensions shall be subject to the following requirements:
- The Licensee must be in good standing with the Massachusetts Department of Revenue (DOR);
- The Licensee must have filed all required tax returns; and
- The Licensee must pay a prorated licensing fee covering the extension period.
Any extensions granted before October 8, 2026, will remain valid under their existing terms until expiration.
Effective December 8, 2026, the Commission’s prior votes regarding all administrative License extensions dated August 11, 2022, May 23, 2024, February 25, 2025, October 9, 2025, and August 13, 2026 are rescinded. Any extensions granted before December 8, 2026, will remain valid under their existing terms until expiration.
Effective October 8, 2026, the ED, or their delegee, may approve administrative License extensions not to exceed 365 calendar days, solely for the purpose of obtaining a compliant HCA or HCA Waiver, in accordance with Chapter 180 of the Acts of 2022 and pursuant to the authority granted under G.L. c. 6, §§ 223(g) and (i)(1), G.L. c. 94G, § 6(a), and G.L. c. 94I, § 7.
The Commission will not grant any additional HCA-related License extensions after November 9, 2027.
Licensees must submit a request to administratively extend their License through MassCIP prior to the expiration of their License. The Commission cannot administratively extend an expired License under this limited delegation of authority. To avoid a License expiring while a request for an administrative extension of the expiration date is pending, Licensees shall submit a request at least 14 days in advance of their License expiration date.
As a reminder, the Commission has published updated guidance documents relative to Licensure and Host Community Agreements, as well as a new Model Host Community Agreement and Host Community Agreement Waiver Form to assist Licensees and Host Communities. Updated License and renewal applications are also available through MassCIP.
