Update: Public Hearing will be Remote-only for Commission to Receive Testimony on Delivery Exclusivity and Secret Shopper Program Regulatory Reforms
The agency will also accept email submissions until 5 p.m.
The Cannabis Control Commission (Commission) will continue to accept public comments until 5 p.m. on Monday, Feb. 23, relative to proposed regulatory changes that would extend the exclusivity period for delivery licenses to April 2029. Due to Monday’s weather forecast, the planned public hearing starting at 10 a.m. will be fully remote. Those who have already signed up to give in-person testimony will receive new instructions for virtual participation from Commission staff via email. Those who still wish to sign-up may do so until 10 a.m. on Monday using the online form available here.
“Transitioning from a hybrid hearing to a fully remote format ensures these important reforms remain on schedule for promulgation prior to the April 1 delivery exclusivity expiration date—while also protecting any constituents who originally planned to travel to our Worcester headquarters to speak,” Chair Shannon O’Brien said. “We hope all Massachusetts residents will prioritize their safety in the impending snowstorm and look forward to reviewing both virtual and emailed feedback on our draft regulations.”
Commissioners voted unanimously to open a regulatory review process for the extension, new data-collection processes for both delivery exclusivity and social consumption exclusivity periods, as well as reforms to the Secret Shopper Program during the Commission’s Jan. 14 public meeting.
How to Submit Written Comments:
Submit written comments electronically as an attached Word document or as text within the body of an email to Commission@CCCMass.com with “Exclusivity Extension and Secret Shopper Oversight” in the subject line no later than 5 p.m. on Monday, Feb. 23. All submissions should include the constituent’s full name, and organization or affiliation, if any.
How to Speak at Tomorrow’s Virtual Public Hearing:
Constituents have until 10 a.m. Monday to sign-up to give testimony during the public hearing. Upon receipt of a virtual testimony request, Commission staff will email a direct link that enables participation as a speaker.
Comments received by the deadline will be reviewed by the Commission and may be incorporated into the final version of regulations that will be considered at a forthcoming public meeting. Please be advised that the Commission may publish submissions it receives or produce them in response to a request made under the Massachusetts Public Records Law, M.G.L. c. 66, § 10, or any other compulsory legal processes.
