License Fees
The Commission issues various types of licenses for Adult Use Marijuana Establishments and Medical Marijuana Treatment Centers. Learn more about the application fees and annual license fees for all license types.
Overview
Applicants and licensees shall be charged fees for various activities, some of which include:
- An application fee when applying for a license;
- A license fee when approved for a provisional license;
- A prorated fee for a license extension;
- An annual fee to renew a license; and
- A fee when requesting a change of location, name, ownership, or building or renovating an existing structure.

All fees are non-refundable. The fees above cannot be waived. In addition to the fees above, additional fees exist for the following:
- Background checks for individuals associated with a license application;
- Fingerprinting for individuals associated with a license application;
- Monthly Metrc Program fees (once licensed); and
- Metrc tags (once licensed).
General Fees for Medical Marijuana Treatment Centers (MTC)

Other Fees
MEs and MTCs are required to request and receive approval for certain changes to their business or operations once licensed. Changes to certain information require additional fees identified below (all fee amounts apply to both MEs and MTCs unless stated differently).

In addition to the fees above, additional fees exist for the following:
- Background checks for individuals associated with a license application including changes of ownership;
- Fingerprinting for individuals associated with a license application including changes of ownership;
- Monthly Metrc Program fees (once licensed);
- Metrc tags (once licensed); and
- Fees associated with registering employees as agents.
Waived Fees Policies
Certain fees are automatically waived (in whole or in part) for the following:
- Businesses controlled by and with majority ownership comprised of Certified Economic Empowerment Priority Applicants;
- Microbusinesses;
- Businesses controlled by and with majority ownership comprised of Social Equity Program (SEP) Participants; and
- Disadvantaged Business Enterprises (DBE) under the category of Women-owned business enterprise (WBE), Minority-owned business enterprise (MBE), or Veteran-owned business enterprise (VBE), as certified by the Massachusetts Supplier Diversity Office (SDO). This waiver is also contingent on the DBE being considered a Small Business as defined by the Commission in 935 CMR 500.002 and 935 CMR 501.002.
The particular fees, or percentage of fee, waived for the groups identified above is as follows:
- 100% of application fees;
- 50% of initial and annual renewal license fees; and
- Monthly Metrc program fees, except fees for plant and package tags.
- Additionally, the Monthly Metrc program fees are waived for Craft Marijuana Cooperatives.
For Marijuana Couriers and Delivery Operators, licensees will receive an initial 100% reduction in their first license fee required after being approved by the Commission for provisional licensure. All subsequent annual fees required upon renewal are reduced by 50%.
Refund and Waiving Additional Fees
Application fees, annual license fees, and Seed-to-sale System of Record fees are nonrefundable and cannot be waived. Generally, the Commission does not consider waiver of fees; however, an applicant or licensee may seek to waive certain fee deadlines if the criteria under 935 CMR 500.850 and/or 935 CMR 501.850 are satisfied.
