Cannabis Control Commission Seeks Informal Public Input on Agent Registration Requirements

Constituents may submit written comments until Oct. 9 

The Massachusetts Cannabis Control Commission (Commission) at its public meeting on Thursday, Sept. 24 discussed potential regulatory changes to the registration requirements for Registered Agents of licensed Marijuana Establishments and Medical Marijuana Establishments, including a proposal put forth by Commissioner Anthony Wilson. 

Commissioners are specifically considering and seeking feedback on the following two proposals: 

Proposal 1: Employee Registration List 

1. Amending ME Agent Registration to only require registration for the Controlling Persons and Persons or Entities with Direct and Indirect Control 
2. Employees are no longer required to go through ME Agent Registration Process or carry Commission-issued badges 
3. List of employees to be provided to Commission by Licensees 
4. Employers would no longer be required to pay for agent badges for employees 
5. Agent liability on Licensee, not on individual agent 

Proposal 2: Agent-Centric Portable Badges 

1. Amending Agent Registration (“badging”) to be agent-centric and portable across employers and licenses 
2. Employees would be required to go through Agent Registration Process and would carry one Commission-issued badge 
3. Employers would be required to pay for agent badges for employees 
4. Agent liability on agent

Stakeholders may submit written comments by using this Form starting on Monday, Sept. 28, 2026, until 5 p.m. on Friday, October 9, 2026.

Any materials sent to the Commission may be subject to disclosure in response to a public records request pursuant to the Public Records laws, G.L. c.4 §7 cl. 26 and G.L. c.66 §10.  Feedback may be used by Commissioners to inform policy deliberations.
