Massachusetts Marijuana Establishments Pass $9 Billion in Gross Adult-use Sales

WORCESTER—Massachusetts adult-use Marijuana Establishments have surpassed $9 billion in gross sales following an increase in retail visits and deliveries related to a recent large snowstorm, according to sales data published to the Cannabis Control Commission’s (Commission) Open Data Platform.

Adult-use retailers, including Marijuana Retail stores, Delivery Operators, and Microbusinesses with Delivery Endorsements, crossed the $9 billion sales mark on Feb.  4 on sales data dating to when the first two Marijuana Retailers commenced operations in November 2018. Marijuana Establishments grossed $1.65 billion in adult-use sales over calendar year 2025 and passed the last billion-dollar milestone in June.

So far in 2026, through Feb. 4, Marijuana Establishments have grossed $151 million, with a notable increase of sales preceding the region’s large snowstorm Jan. 25 and 26. Retailers grossed $7.1 million on the Friday before the Sunday storm, and $6.9 million on Saturday. By comparison, sales hit $4.8 million on the April 20 cannabis holiday in 2025. The Friday sales day before the snowstorm also beat the 4/20 holidays in 2021 and 2022 and was only about $100,000 short of the 2023 4/20 holiday sales total.

“Every billion-dollar cannabis sales milestone is a reminder that this new sector supports thousands of jobs and transitions thousands of customers from the unregulated market,” Chair Shannon O’Brien said. “Each purchase is an investment in a legal, local business offering safely tested products to adult consumers to help fund any number of state operations and services.”

“Sales milestones like this one demonstrate the significant impact of a highly regulated industry that is still less than a decade old,” Executive Director Travis Ahern said. “The entire Commonwealth stands to benefit because cannabis tax revenue supports vital programs and services, from the MBTA to the Cannabis Social Equity Trust Fund and substance abuse treatment programs.”

Regulated cannabis products sold in adult-use stores in Massachusetts are subject to a 6.25% state sales tax and a 10.75% state excise tax. Cities and towns may also implement a local option tax to receive direct revenue from cannabis businesses. The Commission does not collect tax revenue from cannabis sales or direct the spending of sales and excise tax revenue. To date, Medical Marijuana Treatment Centers have generated $1.57 billion in gross patient sales since 2019, following the Commission assuming oversight of the Medical Use of Marijuana Program from the Department of Public Health. Medical marijuana sales to Patients are not taxed in Massachusetts.
