Bulletin | Renewal Application Deadline | December 20, 2024

To: Marijuana Establishments and Medical Marijuana Treatment Centers
From: Investigations and Enforcement Department
Date: December 20, 2024
Subject: Bulletin – Renewal Application Deadline

This Bulletin applies to all Marijuana Establishments and Medical Marijuana Treatment Centers (collectively, “Licensees”). This bulletin is a reminder that Licensees must submit their application 90 calendar days—not business days—before their expiration date. Failure to do so may result in expiration of their license if an extension of the license expiration date is not approved.

The Cannabis Control Commission (Commission) is seeing a pattern of renewals being submitted past the 90-calendar day deadline and this hinders the Commission’s ability to perform required due diligence review of the application.  Pursuant to 935 CMR 500.103(4)(a) and 935 CMR 501.103(4)(a), no later than 90 calendar days prior to the expiration date, Licensees must submit a completed renewal application to the Commission in a form and manner determined by the Commission, as well as the required license fee.

If a renewal application and required fee cannot be submitted in the timeframe required under the regulations, the Licensee should seek an extension of its expiration date. Licensees should also take into account the following:

  • Expiration notifications are sent to the email associated with the username on file. Licensees are responsible for verifying their email address is correct.
  • Annual License Fees – some Licensees may elect to mail payment to the Commission; in these instances, the fee should be sent in a timely fashion to account for the regulatory deadline and Commission review.
  • MassCIP – Licensees must hit “submit” to ensure the application is received by the Commission.

As a reminder, the Commission has published updated guidance documents relative to Licensure and Host Community Agreements, as well as a new Model Host Community Agreement and Host Community Agreement Waiver Form to assist Licensees and Host Communities. Updated license and renewal applications are also available through MassCIP.
