Bulletin | Update to Applicant Fingerprinting | March 30, 2021

Subject: Update to Applicant Fingerprinting

Effective March 30, 2021, the Cannabis Control Commission’s (“Commission”) fingerprinting program now permits applicants to be fingerprinted out-of-state.  Applicants who reside out-of- state may use IDEMIA’s IdentoGO’s Card Scan Processing Program. Details and registration instructions for that program can be accessed here.

In light of the continuing State of Emergency (“Order”), the Commission is also aware that in- state applicants and Licensees may still be experiencing difficulty obtaining fingerprinting in accordance with 935 CMR 500.101(1)(b)2.f. Applicants with questions regarding fingerprint appointments should contact IDEMIA customer service at (866) 349-8130 or visit https://www.identogo.com. Please note that some IDEMIA enrollment centers may have reduced services and/or hours of operation. For an up-to-date list of available locations and hours of operation please visit https://www.identogo.com/locations.

Applicants and Licensees are encouraged to utilize the Card Scan Processing Program to address individuals who reside out-of-state and have yet to be fingerprinted. If there is some other limitation that prevents some or all individuals required to be fingerprinted as part of a license application that has been deemed complete, you may notify the Commission at licensing@cccmass.com. The Commission may impose a licensing condition that all individuals be fingerprinted prior to final licensure. If unable to be fingerprinted prior to final licensure, upon notification and approval by the Commission, a condition may be imposed to extend the requirement to have all individuals fingerprinted within 90 days of the state of emergency ending in Massachusetts. The Commission’s review of background checks remains ongoing; however, some elements may be delayed contingent upon the availability of materials and access to information.
